Job Description:
The Unit Chief leads the FMCU at IHSC HQ, overseeing a national program and supervising field leaders. Responsibilities include compliance monitoring, risk management, performance improvement for ICE medical standards and public health, ensuring quality care for individuals in ICE custody, and supporting the mission in non-IHSC facilities. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

DUTIES AND RESPONSIBILITIES: Under the direction of the Deputy Assistant Director of the Healthcare Compliance Division (DAD-HCC), the UC provides direct oversight of the Senior Field Program Administrator (SFPA), Senior Field Training Program Officer (SFTPO), and Regional Section Chiefs (RSCs) with effective management of unit operations and case management of patients in the non-IHSC facilities, ensuring timely and appropriate responses to inquiries, inspection reports, iTMS taskings; IHSC program activities and policies, training, project management and program development. Responsible for providing first-line supervision & administrative oversight of the RSCs, SFPA, SFTPO, & second-line supervisor of the Regional Field Medical Coordinators (RFMCs), Regional Program Managers (RPM), and Government Technical Monitor (GTM) for any contract staff assigned to the unit; delegates authority to subordinate supervisors and holds the supervisor responsible for the performance of the organizational unit. Serves as rater for mid-year, annual and interim/transfer performance evaluations for RSCs, SFPA, SFTPO; and reviewing official for RFMCs. Advise on personnel matters. Advise DAD-HCC on policies and procedures impacting workload measurement and serve as administrative liaison for unit operations and continuity. Serve as and/or designates principal author(s) for FMCU policies and Standard Operating Procedures (SOP). Responsible for efficient utilization and allocation of appropriate resources Review allocated resources at least annually for adequate allocation and division of labor across the unit at least annually and when warranted by change in operational demand. Identify and advocate for additional resources when operational demands change. Liaises nationally with internal (i.e. MSU, BHU, IIU, HOU, ERO, OPLA, etc.) and external stakeholders (i.e. DHS, DOJ, CBP, non-IHSC facilities, etc.) to ensure and evaluate the delivery of healthcare in non-IHSC facilities. Provides guidance and direction in developing, evaluating, and coordinating improvements of systems and processes affecting the integration of multiple healthcare disciplines, e.g. (process improvement, risk management, patient safety, managed care). Provides guidance, direction, and serves as subject matter expert (SME) on incidents, sentinel events, and potential litigation matters. Provide guidance and direction on identifying areas for improvement and enhancing team collaboration to support sound decision-making. Briefs and advise the DAD-HCC on relevant agenda issues in preparation for activities and meetings. Attend all IHSC-Headquarter (HQ) meetings or assign a designee to coordinate, represent the unit, and/or present at these meetings, as needed. Provide guidance, direction, and advise on operational priorities, program goals & objectives, personnel evaluations, leave accountability, and continuous on-the-job professional development. Provide guidance, direction, and serve as subject matter expert related to contracting language development for non-IHSC facilities Serve as "clearing official" for all taskings requiring UC review and clearance. Designate a clearing official for the unit during absences. Delegates to appropriate SME to respond to high profile inquiries for Congress, State Senators, and National Civil Rights groups. Responsible for collaborating with the US Department of Justice and other national and international government agencies to investigate the appropriateness of medical care. Represents IHSC/FMCU in various program improvement, safety and quality care workgroups to ensure and evaluate the delivery of healthcare in non-IHSC facilities. Under the direction of the DAD-HCC; manages and/or oversees performance of component projects, while working to promote and ensure ultimate success of the program. Directs planning and evaluating processes that impact the operation of the Unit. Maintains awareness of unit operations. Oversees resolution of complex and time sensitive issues when warranted. Directs hiring, review, and selection process for all FMCU positions to include delegation to the respective first-line supervisors. Provides guidance, direction, and participates in the hiring, review, and selection process for FMCU positions as needed. Provides guidance, mentorship, and officer development for RSCs, SFPA, and SFTPO. Administers internal review, quality, and productivity initiatives for the unit. Collaborates in administration of division-wide initiatives involving FMCU. Assists the DAD-HCC with program reviews, evaluations, and the development of strategic and improvement plans. Contribute to development and submission of quarterly and annual reports, i.e., Strategic Plan MAP/KPIs, training, Business Plan Updates, etc. to DAD-HCC.
