This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), Business Management Division (BMD), Facilities Support Branch (FSB) with one vacancy in Silver Spring, MD.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 grade level in the Federal service. Specialized experience MUST include all of the following: Coordinating the day-to-day operations of labs, facilities, or vessels in accordance with established policy; Providing leadership and direction to all facilities staff or serving as liaison between facilities staff and organization leadership; and Contributing to the development of strategic plans, policies, or operating instructions to maximize effectiveness and efficiency across facilities.
As a Supervisory Facility Operations Specialist, you will perform the following duties: Plan, coordinate, and direct a full range of administration and financial operations of the National Centers for Coastal Ocean Science (NCCOS) Science Research Laboratories and Facilities. Oversee facilities operations, including: vehicle fleet management, receiving and shipping of deliveries, building systems, building repairs and alterations, managing funds, custodial and grounds maintenance programs, mechanical, electrical and utility systems, security, staff badging, and safety services. Work with Laboratory Directors to develop Occupancy, Access Control, Continuity of Operations, Hurricane, and other emergency preparedness plans to provide physical security and safety for the tenants housed in NCCOS' four campuses. Develop prioritization for facility investments by evaluating needs, resources, and critical mission impacts to maximize efficiencies across all facilities. Provide strategic guidance in facility operations, policy development, and strategic long-term planning and utilization of resources per completed analyses, evaluation, and outlooks. Serve as Supervisor, planning and distributing work to be accomplished by subordinates; set and adjust short and long-term priorities and prepare schedules for the completion of work.
