The Supervisory Biomedical Engineer (Clinical) provides direct supervisory responsibility over VISN 8 Biomedical Engineering Program Managers. Serves as a national subject matter expert for the HTM Program Office in one or more core competency or programmatic areas for biomedical engineering and has notable ongoing responsibility in the area, in support of the National Program Office.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Biomedical Engineers must be proficient in spoken and written English as required by 38 U.S.C. 7402 (d), and 7407 (d). Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations Supervisory Biomedical Engineer (Clinical), GS-15: In addition to the basic requirements, the following criteria must be met: (a) Experience. Completion of at least one year of experience equivalent to the next lower level (GS-14), and must fully meet the KSAs at that level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs: Ability to balance responsibilities in an extremely complex environment and to work with great autonomy. Ability to independently create, organize, manage, and maintain high-quality programs. Knowledge of budget control procedures that include funding from multiple sources, which may vary annually. Ability to interpret and apply relevant codes, regulations, guidelines, and standards associated with biomedical engineering to establish criteria on a national basis for biomedical engineering programs across VHA. Ability to effectively communicate technical information with a wide variety of individuals, including senior VHA executives at the VACO level. Ability to apply the principles, theories, concepts, and practices of the biomedical engineering profession to establish guidance and national policies. Knowledge of, and experience in conducting medical equipment investigations or biomedical engineering program reviews for the National Program Office. The Supervisory Biomedical Engineer supports and advances patient care by applying engineering and managerial skills to healthcare technology as demonstrated by the following major responsibilities: Exercise direct authority to oversee the overall planning, direction, and timely execution of VISN-wide service contracts and the installation and maintenance of virtual infrastructure for networked medical device projects. This includes developing and annually updating the VISN's 5-year plan for equipment acquisition and lifecycle management. Lead and assist with technology assessments of VISN-wide systems and related equipment. Work collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations, and develop specifications. Coordinate procurement processes to ensure clinical needs are met with value considerations. Consult on VISN construction projects, IT projects, and associated planning with respect to healthcare technologies. Ensure site preparation for medical technology via station-level projects and secure IT resources through collaboration with OI&T staff for medical technology initiatives. Monitor and report to ensure VISN and facilities meet requirements set by accrediting organizations such as The Joint Commission and the College of American Pathologists. Stay current with standards interpretation, implementation objectives, and reporting requirements to maintain compliance. Oversee financial management of the VISN 8 Biomedical Engineering Smart Pool program, including budget forecasting, expenditure monitoring, and maintenance cost analysis. Analyze maintenance and support strategies, recommending optimal approaches for healthcare technologies. Serve as the resident expert and project manager for VISN 8-wide Biomedical Engineering initiatives. Manage implementation and recurring technical support of healthcare technology, collaborating with Biomedical Engineering programs, OI&T, and clinical/administrative service lines to optimize system effectiveness and represent technology-related processes to senior management and relevant committees.
