Job Description:

The incumbent will serve as a Transportation Assistant within the Veterans Transportation Service (VTS) at the Northern Indiana Healthcare System, IN. The position is located at the Marion VA Medical Center in Marion, IN.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs transportation support duties such as enters pertinent information into an automated tracking system as it pertains to Beneficiary Travel programs; performs work involving consult management, appointment scheduling and admissions scheduling; reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate; collects, compile, and track data and statistical information in support of Veteran Transportation Service; answers questions and resolve concerns with customers, patients, family members, medical staff; receives invoices for payment of transportation services, investigates authorizations, and orders; prepares and produce written instructions, and a variety of correspondence. You will be rated on the following Competencies for this position: Administration and Management Computer Skills Customer Service Decision Making Interpersonal Skills Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that require a professional attitude and collective reasoning. The incumbent is subject to a high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes. Working Conditions: Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there may be risk of exposure to disease. The incumbent works with the VTS Supervisory Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veteran Transportation Services program. Duties include but are not limited to: Performs work involving consult management, appointment scheduling and admissions scheduling. Performs a basic analysis of the data and generates a variety of reports. Aggregates in-coming data from a variety of sources. Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Maintains automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc. Manages the Beneficiary Travel Program to include correctly determining eligibility for the program, and processing requests. Determines which of several fund control points to utilize, entering authorizations, maintaining manual and electronic accounting records, performing regular reconciliations, and adjusting account balances. Receives invoices for payment of transportation services, investigates authorizations, orders, and/or utilizes the automated computer system. Corresponds with contracting officer representative (COR) regarding technical problems or negotiation of contractual agreement. Responsible for balancing, reconciling, and adjusting invoices for payment. Plans and directs programs that provide support services functions and require the application of specialized knowledge and skills. Coordinates the day-to-day operation of VTS program flow, processes and functions. Provides technical and management guidance necessary to achieve the optimum use of service resources. Provides advice to operating managers and supervisors on how provided services assist in accomplishing their missions and programs. Performs other related duties as assigned.
