Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing advice as a subject matter expert on administrative programs relating to financial management and human resources; Monitoring and evaluating operational activities, facility projects and issues, and human resource programs (e.g. payroll, operations budget, employee benefits, staffing, performance management and position management). Analyzing administrative data to develop trends and patterns in order to improve, develop or modify administrative policies, procedures, or processes. Utilizing Microsoft Office applications (e.g. Microsoft Office-Word, Excel) to prepare reports, briefings and studies on data pertaining to administrative areas (e.g. personnel, human resources, financial). Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Field Operations Directorate and are assigned based on the need of the agency.
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Plans, organizes, evaluates and improves staffing programs, services and processes, including but not limited to reviewing and advising management on candidate selections, strategies for recruiting candidates, and performing hiring actions.
Oversees the allocation of funds in automated financial management system for expenses such as purchase card, travel, purchase orders and distribution of overtime allocations.
Monitors operational activities and requirements within allocated budget levels, including general expenses, overtime, awards and other than permanent employment costs.
Conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency through appropriate staffing.
Prepares project papers and staff reports; organizes and delivers briefings to managers.
