This position is located with Bonneville Power Administration, in the Customer Billing (MSB) organization of Customer Support Services (MS), Chief Operating Officer (K). A successful candidate in the Supervisory Public Utilities Specialist position will serve as the manager of the Customer Billing group and will provide direction and leadership in the planning, and administration of programs, systems, and work processes that are necessary to perform the critical mission of the group supervised.
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as: 1) leading a project or team in maintaining and operating billing or finance related data systems; 2) working closely with other groups (e.g. metering, scheduling, contracting, finance, IT, etc) to achieve business objectives; AND 3) making recommendations for updates to policies and procedures. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Supervisory Public Utilities Specialist, you will: Direct and oversee the preparation of customer bills, including highly accurate, understandable, and timely billing services to customers under BPA's Power and Transmission rate schedules, customer contracts, and other laws, regulations and policies. Perform and manage liaison activities between the Customer Billing organization and other work groups requiring customer billing direction and support for cross-functional and other projects. Direct data stewardship and data integrity activities for the Customer Billing organization. Maintain continuing relationships with managers and employees within BPA, Department and Federal officials, manufacturers, and service providers, representatives and Federal officials from government agencies on all matters related to the organization's role in support of the BPA mission. Establish work priorities, issue guidance and instructions, assign work, evaluate performance, provide counseling on technical and administrative matters, recognize achievement, initiate disciplinary actions, participate in the interviewing and hiring of new employees, make recommendations regarding promotions and reassignments, and implement career development and training programs. As a Customer Support Services manager, responsible for complying with internal risk management controls (A-123), and the Standards of Conduct independent functioning regulations.
