The primary purpose of this position is: To serve as a security team leader and a Lead Personnel Security (PerSec) Manager for Joint Base Elmendorf-Richardson (JBER) including a NAF, 2 active duty wings, National Guard Wing, and a Reserve Group for a Joint (Air Force and Army) installation (PACAF's largest).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships and proficiency in Information, Personnel, and Industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for Information Security and other controls. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Knowledge of a broad range of security program relationships, and proficiency in Information, Personnel, Industrial and Physical security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 3. Expert knowledge of training concepts, programs and procedures to develop security education programs, provide training, and assist in developing operating security programs. 4. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. 5. Skill in developing, analyzing and evaluating security programs to meet mission requirements and improve installation security programs. 6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission; Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Executes and enforces all operational, functional, and mission assurance aspects of the personnel security program while serving as the installation lead and technical authority for installation personnel security program. Serves as the primary advisor to and the Assistant to the Chief of Information Protection and multiple wing and subordinate commanders on the full spectrum of Information Protection security matters throughout the installation including all tenant and subordinate organizations. Implements and administers Installation Personnel Security investigations/adjudication systems for case management. Responsible for training and providing consistently accurate guidance and assistance regarding all three Information Protection security disciplines (Personnel, Information, and Industrial). Serves as Team Leader. Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.
