Conditions of Employment (cont.) Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to at least the NH-03 equivalent to the next lower grade (GS-13) (may have been obtained in the federal service, military, or private sector). Specialized experience is described as: Specialized knowledge of Navigation Warfare and Positioning, Navigation, and Timing (PNT) as it relates to current and future operations. Knowledge of NAVWAR and PNT applications to operations with a basic understanding of the electro-Magnetic Spectrum (EMS), Electro-Magnetic Interference (EMI), Electronic Attack (EA), Electronic Support (ES), and Electronic Protect (EP). Ability to analyze an operational environment and apply NAVWAR knowledge to current, future, and contingency operation to develop and present operationally-relevant options and solutions for Combatant Commands (CCMDs), CCMD Components, Services and Allies. Expert Knowledge of US Government (USG) and Department of Defense (DoD) structure and operations, with emphasis on CCMD and Service structures and CCMD theater operations. Working knowledge of Allied commands/organizations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Specialized knowledge of Navigation Warfare and Positioning, Navigation, and Timing (PNT) as it relates to current and future operations. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to utilize, and knowledge of, managerial/leadership skills, to lead, coordinate, and/or participate in, recurring and ad hoc Teams to recommend solutions to, or solve, dynamic, time-critical, and/or or unique NAVWAR operational, intelligence, planning, and training problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is to: Serve as Joint Force Operations Division Chief and Senior NAVWAR Analyst, providing planning, directing, organizing, and exercising control over Supervisory and Non-Supervisory employees to include civilians, military, and contractors assigned to the Joint Force Operations Division, Joint Navigation Warfare Center (JNWC), United States Space Command (USSPACECOM) Exercises supervisory personnel management responsibilities at least 25% of the time. Division Chief of the Joint Force Operations Division and Senior Navigation Warfare (NAVWAR) Analyst, providing planning, directing, organizing, and exercising control over Supervisory and Non-Supervisory employees to include Civilians, Military and Contractors. SME representing JNWC with external commands/organizations. Principal Action Officer (AO) and Primary Liaison in the Joint Forace Operations Division.
