GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. GS-09 - 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience planning and organizing work assignments.
Major Duties: This is not an all-inclusive list A LOGISTICS MANAGEMENT SPECIALIST (T32), GS, 0346, 9, -- Serves as a consultant and authority to the Logistics Chief.Reviews all mobility, contingency, Emergency War and exercise plansaffecting logistics and evaluates requirements in relation tocapabilities and tasking. Performs studies, provides analyses, andmakes recommendations. Reviews the logistics division portion ofclassified plans for full compliance with security regulations andpolicies to ensure that security compromise does not exists.-- Writes and edits local instructions concerning the position's areaof responsibility. Develops and maintains the logistics portion ofbase mobility plans and other plans and submits plans to base logisticsspecialist. -- Meets with the logistics chief, staff members, and supervisors toinform of requirements, tasks and changes as they occur, and advisespersonnel of their responsibilities. Controls and monitors thedevelopment, negotiation and coordination of host-tenant andinterservice support agreements. Controls and monitors all mobilitytraining to ensure that tasked personnel receive appropriate trainingsuch as load planning, palletizing, cargo courier responsibilities,hazardous cargo preparation, etc. Recommends personnel for assignmentto mobility positions. Serves with the logistics chief, or as anofficial representative or as a member of a planning committee, withmobility, contingency, military exercises and various other plans.-- Formulates the annual logistics operating budget and DLR O&M budgetfor the logistics division for inclusion in the base financial plan.Issues guidance to, and coordinates with logistics production chiefs inthe development of quarterly and annual logistics operating budgets andDLR O&M budget estimates. Reviews, edits, and consolidates thelogistics operating budget and DLR O&M budget estimates for thelogistics organization. Prepares or edits narrative justifications forprojected funding needs to the Comptroller Division.-- Plans and anticipates allotment of logistics operating funds and DLRO&M funds for the logistics organization. Analyzes budgetaryrelationships and develops recommendations for budgetary actions forlogistics programs and specific functions. Evaluates trends andoperating costs which are used to project future commitments andobligations. Monitors the use and rate of expenditures of logisticsoperating and DLR O&M funds through continuing dialogue with logisticsproduction chiefs and review of written documents and records.-- Analyzes logistics operating and DLR O&M funding provided andensures quarterly allotment to maintenance is adequate to meetprojected requirements. Prepares, justifies, and submits unfunded andunprogrammed requirements through the logistics chief to the FinancialManagement Board. Performs in-depth, rigorous analysis of logisticsoperating and DLR O&M budget requests received from the logisticsproduction supervisors by employing techniques such as cost-benefitanalysis, program trade-offs and exploring alternative methods offunding.-- Controls the workday accounting program for logistics and tracksusage and requirements for the fiscal year. Makes recommendations tothe logistics chief. Uses the Core Automated Maintenance System (CAMS)computer and/or a personal computer (PC) to accomplish these and otherrelated tasks.-- Controls and monitors logistics manning authorizations and personnelassignments for civilian and military personnel. Controls and monitorsthe operation and logistics of the personnel subsystem of the CAMS.Advises on manning and personnel assignments, changes, needs andproblem areas. Monitors, maintains, and coordinates updates to theUnit Manning Document (UMD). Responsible for all actions concerningpersonnel readiness to include developing personnel operatingprocedures for mobility. Advises the logistics division chief whenmanpower authorizations appear unbalanced based on analytical andstatistical studies.-- Monitors the logistics security program to include tracking theissuance of security clearances, establishment of special securityclearances, and establishment of special security. Writes and edits logistics security regulations and operating instructions; and providessecurity requirement assessment for various logistics sections andprograms.-- Controls the facilities management program in the logisticsdivision. Serves as liaison to civil engineering regarding facilitieslogistics, repair and renovation. Performs annual surveys offacilities, analyzes requirements and problems, and makesrecommendations. Coordinates with the logistics functional areas andcivil engineering regarding the development of plans for constructionand modification.-- Reviews logistics mobility equipment lists and personnel rosters.Reviews personnel readiness folders and/or ensures that the responsiblesupervisor accomplishes required reviews.Performs other duties as assigned.
