Job Description:

You will serve as an Information Technology Specialist (Data Management) for NAVAL ICE CENTER.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and knowledge of database management principles and practices, with specific focus in MS-SQL geodatabases, including an understanding of SQL, stored procedures, views, query optimization techniques, and database design for GIS and web applications. Experience and knowledge of GIS technologies, particularly ArcGIS, and their application in image processing and analysis systems, including expertise in database design and schema development for enterprise-level geodatabases. Experience in software development practices for GIS applications and understanding GIS Tools, with familiarity in ArcPy or similar GIS scripting libraries for data processing. Experience with programming and software development using languages such as Python, JavaScript, or similar, including the ability to read, modify, and maintain existing codebases and collaborate with software developers on application enhancements. Experience and knowledge of information security protocols and best practices as they relate to database management, user access control, and overall IT operations management. Experience and familiarity with emerging technologies in database design, GIS, and imagery processing, and the ability to evaluate and implement these technologies to improve system performance. Experience and understanding of research methodologies to enhance database functionality, reduce complexity, and optimize GIS and GUI performance, with the ability to apply these methodologies in practical scenarios. Experience with strong oral and written communication skills, with the ability to prepare technical reports, present findings, provide training on new or changed procedures, and facilitate interdepartmental collaboration in research, development, and deployment of GIS products and utilities. You will create and maintain MS-SOL geodatabases supporting GIS mapping and image service applications, with a focus on managing the interaction between Sea Ice Processing and Analysis System (SIPAS) and the Enterprise Geodatabase.
You will develop software to automate tasks and integrate with SIPAS, focusing on satellite image data transfer, analysis, and product generation.
You will interact with analysts, system users, computer scientists, and government contractors to improve system stability.
You will use expertise in database practice and theory.
You will provide recommendations to the Information Technology Department Head (ITDH) concerning GIS system integration, potential system conflicts avoidance, and information security hazards mitigation.
You will prepare reports, recommendations, and technical summaries on database design/performance and operating procedures for review by the ITDH.
You will create and maintain MS-SQL geodatabases supporting GIS mapping and image service applications.
You will focus on managing the interaction between Enterprise Geodatabase and custom geospatial application for sea ice analysis and charting (SIPAS), built on Esri's ArcGIS Enterprise and ArcGIS Pro platforms
