This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Researching, interpreting and applying federal laws, regulations, legal decisions, policies, procedures, and directives related to the Freedom of Information Act (FOIA); AND -Ensuring the protection of personally identifiable information of personnel and impacted members of the public; AND -Analyzing compliance documentation related to FOIA, assessing and collaborating with personnel regarding the documentation and the protection of PII and other sensitive information; AND -Providing training, advice, guidance or consultation on issues related to implementation of the Freedom of Information Act (FOIA), 5 U.S.C. 552, and/or other privacy related laws and guidance. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

As a Government Information Specialist, you will: Be responsible for the development and execution of Freedom of Information Act (FOIA) and Privacy Act (PA) programs worldwide for HUD Headquarters and its subordinate regions. Develops and reviews procedures and requirements to assure compliance with changing guidance from the Headquarters Executive Secretariat and compliance with statutory and regulatory guidance pertaining to the FOIA and PA along with changing litigation, case law, and guidance from the Department of Justice, Homeland Security, and the Office of Management and Budget (OMB). Serves as the subject matter expert contact point in the organization in responding to the public, the media, other agencies, and employees and officials of the Department who are seeking information about agency records, interpretation, policy, process, and procedure, and/or technical assistance concerning access laws administered by HUD. Evaluates the impact of the Privacy Act and regulations on the Department's activities and represents HUD on issues related to the Privacy Act and other information privacy requirements. Develops Congressional reports documenting the collection and uses to be made of data and required Privacy Act System of Record Notices (SORNS) for each system of records maintained by HUD, ensuring notices are published in the Federal Register.
