Job Description:
This position is located in Office of Institutions of Higher Education Oversight & Enforcement (IHE/O&E), School Eligibility Oversight Service, in Washington, DC. The IHE, O&E, School Eligibility Oversight Service is responsible for having a thorough knowledge of financial analysis, financial principles, and concepts, as well as knowledge of the legislation and regulations governing the Federal Student Aid programs administered by the Department of Education.
Specialized Experience for the GS-12 One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience that demonstrates proficiency in corporate finance and/or other specialized fields such as banking, money management, and/or the securities market. 2. Experience that demonstrates proficiency in analyzing, auditing and/or providing oversight of audited financial statement data to determine financial stability or experience preparing accrual financial statements. 3. Experience that demonstrates knowledge of financial/accounting principles, theories, concepts, and practices applicable to financial analysis. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience with complex accrual and fund accounting statements, and skill in fact-finding, problem-solving, writing and consulting, identifying complex financial irregularities and recommending solutions to meet financial standards requirements. 2. Experience analyzing, auditing and/or providing oversight of audited financial statement data to determine financial stability and/or risk mitigation. 3. Experience that demonstrates skill in applying the financial responsibility standards governing the Federal Student Aid programs administered by the Department of Education (ED) to conduct a thorough and accurate analytical review of participating institutions’ financial condition. GS-1160-12 1. Knowledge of the Higher Education Act of 1965 as amended (Title IV) and 34 CFR Part 688 relating to the financial standards for institutions which participate in the student financial assistance programs. 2. Knowledge of financial analysis, financial principles, and concepts governing the Federal Student Aid programs administered by the Department of Education (ED). 3. Skill and ability to work with accrual and fund accounting statements to identify financial irregularities associated with applicable financial standards. 4. Skill to communicate logically, effectively, and efficiently for preparing and presenting reports and providing technical expertise. GS-1160-13 1. Knowledge of the legislation/regulations governing the student financial assistance programs/financial responsibility and professional skills and ability to apply this knowledge in resolving complex technical policy matters for which there is no written precedent. 2. Knowledge of financial principles, theories, concepts, and practices applicable to financial analysis in determining financial stability. 3. Knowledge of procedures for conducting financial reviews of complex corporate entities, postsecondary and proprietary institutions. 4. Ability and skill to communicate effectively and efficiently verbally and written when developing recommendations, writing, presenting written agreements and policy guidance, explaining/defending status of projects, making presentations in public forums, briefing recommendations and program concepts.

As a FINANCIAL ANALYST, GS-1160-12, you will be responsible for: • Applying knowledge of the legislation and regulations governing the Federal Student Aid programs administered by the Department of Education in the review and evaluation of Title IV eligible institutions of higher education. • Planning, implementing, and reviewing eligible institutions participating in the various student financial assistance programs for financial responsibility and recommends the certification of institutions for initial or continued participation. • Analyzing complex accrual and fund accounting financial statements submitted by the institution, and possibly the institution’s parent and affiliates, to determine the eligibility of new institutions, continued participation of institutions previously approved with or without surety, expansion of previously participating institutions, or termination of participating institutions. • Initiating correspondence explaining financial standards policies and procedures, requesting additional information when submitted material is not sufficient, or requesting clarification of submitted material. As a FINANCIAL ANALYST, GS-1160-13, you will be responsible for: Reviewing and making eligibility and certification determination on postsecondary education institutions based on the standards of financial responsibility as outlined in federal regulations cited at 34 C.F.R. 668.13 and 668 subpart L. Analyzing extremely extensive and complex accrual and fund accounting financial statements submitted by institutions to determine if the financial condition is sufficiently stable for Title IV participation of newly eligible institutions. Planning and coordinating procedures when resolving unique problem cases involving different interpretations of regulations covering financial responsibility and surety requirements and conveys these interpretations and practices to other FSA and/or SEOSB staff. Preparing correspondence explaining financial responsibility requirements, policies and procedures; requesting and justifying surety when applicable.
