Job Description:

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the TOTAL FORCE MANPOWER (N1) DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advise management on employee and labor relations and performance management issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plan, administrative grievances, and Merit Systems Protection Board hearings; 2) Analyze the effectiveness and quality of a performance management program; and 3) Write critical elements and resolutions of performance management issues. You will review completed disciplinary actions and formal grievances for procedural compliance or conflict with negotiated agreements.
You will serve as the principal expert advisor to CNIC regions through HROs and LR/ER Specialists on Labor and Employee Relations matters.
You will performs studies and analyses on the impact of new LR/ER programs guidelines or systems on mission performance and accomplishment.
You will develop, implement and evaluate long-range plans and specific project to accomplish CNIC-wide delivery of labor and employee relations programs and services.
