This vacancy is for a GS-2210-13, IT Specialist (SYSANALYSIS) located in the Department of Homeland Security, U.S. Coast Guard, Command Control Sensors & Operations Information Systems Capabilities Division in Washington, District of Columbia.
Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. System Knowledge - Continually coordinating with system sponsors and technical authorities to elicit requirements, identify capability gaps and recognize performance shortfalls, defining performance measures for the assigned systems in order to monitor the accomplishment of mission and business objectives. IT Customer Service - Staying in close contact with sponsors and end-users of assigned capabilities, identifying and documenting all performance and support gaps affecting mission outcomes in the form of operational requirements; using end-user feedback on capability management to propose to office leadership new logic flows and software to manage capability efforts. Acquisitions Experience - Creating acquistions presentations describing the requirements, risks, proposed schedules, and identified (or requested) funding of these potential acquisitions, with guidance from agency acquisitions policies. You will serve as an IT Specialist (SYSANALYSIS) and serves as a subject matter expert on information systems and services that support operational capabilities within the assigned program(s). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Continually coordinating with system sponsors and technical authorities to elicit requirements, identifying capability gaps, and recognizing performance shortfalls. Creating presentations (including Requirements Management Reviews) to inform leadership and the agency Resource Council about the status of requirements, capability gaps, risks, and funding for the assigned program(s). Serving as the Sponsors Representative (SR) for designated programs within the C5I Portfolio, ensuring that new and in-service C5I systems and services satisfy mission essential and support tasks. Assisting with requirements clarifications and alignment to other Systems Engineering Life Cycle (SELC) documents, with the review of SELC documents, with representing CG-761 in voting at SELC reviews, especially as required by DHS and USCG acquisition policies, to include Test & Evaluation plans, proposals, contract documents, and budget requests.
