You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST at the NAVAL CHAPLAINCY SCHOOL (NCS), Newport, RI The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Designing, developing, implementing, delivering and evaluating curriculum, courses, and/or programs; 2) Advising, managing or directing on major education and/or training programs; 3) Utilizes instructional system acquisition methods and strategies sufficient to develop the technical and economic data required to support acquisition of complex, multi-functional instructional system for command or component; 4) Utilizing occupational analysis methods and techniques sufficient to perform analysis of occupational data to revise existing instructional systems or develop new training programs for a specialty area or course families; and 5) Creating/revising and managing student databases (e.g. CeTARS and AIM II). My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. You will analyze course content and target population and validate appropriateness of teaching strategies.
You will advise Training Specialists, course supervisors, training managers, Program Analysts, and Subject Matter Experts (SMEs) on the internal and external evaluation, development, revision and management of curricula.
You will manage test item analysis for courses, ensuring compliance with NETC guidelines.
You will establish guidelines and policies for measuring achievement of instructional objectives in training courses.
