THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: State Army Aviation Office (SAAO), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTARNG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTARNG. Area 3: Individuals eligible for membership in the CTARNG. Membership must be satisfied within four (4) months of selection.
MANDATORY EDUCATION & LICENSURE REQUIREMENTS: Applicants must have passed the National Council Licensure Examination -AND- possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Applicants must possess a graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery: Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign. Nursing Schools is required for individuals who graduated from foreign nursing schools.) SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months months of specialized experience in the following: Experience demonstrating at least one or more full years of professional nursing experience that is equivalent to the next lower grade level (GS-11). Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the full range of professional nursing care principles, practices, and procedures. Knowledge of job related medical surveillance principles and practices, health education, epidemiology, legal, and regulatory aspects of occupational health. Skill in the use of specialized medical equipment, i.e., air sampling, oxygen, resuscitator, and techniques of external cardiac compression. Ability to communicate both orally and in writing. Knowledge and skill in employee relations. Ability to research, interpret, and apply regulatory material. Knowledge of safety and health programs. Ability to identify and analyze hazards in relationship to work situation and activities. Ability to gather, evaluate and analyze data. Knowledge of and ability to complete industrial hygiene surveys, and conduct employee interview. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Officer: O-1 through O-6 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
JOB SUMMARY: The primary purpose of this position is to manage a comprehensive Occupational Health Program for the state. Serves as the Joint Force Headquarters - State (JFHQ-ST) Occupational Health Nurse (OHN) consultant and principle advisor to the Adjutant General (TAG) on occupational health initiatives. Plans, develops, and analyzes the occupational health nursing services provided to National Guard personnel throughout the state. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Establishes, manages and maintains a comprehensive Occupational Health Program: Plans, develops, analyses, and reviews occupational health nursing services and program requirements and determines impact on National Guard military and civilian personnel and public health. Provides occupational health services and medical treatment for non-occupational and occupational health illnesses and injuries IAW incumbents scope of employment, professional State Nursing License "scope of practice", and medical directives approved by a qualified, licensed physician. Manages the Case Management Program. Develops and maintains a Health Education/Counseling program. Establishes quality improvement monitoring systems and evaluating criteria.
