To qualify for a Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience conducting complex validity and reliability studies to analyze existing programs and develop alternative programs or activities to address identified problems. Comprehensive experience working with the Federal Logistics Information System (FLIS), DoD demilitarization work, policies, procedures, and logistics data management tools to plan, schedule, and conduct projects to improve effectiveness and efficiency. Demonstrated experience ensuring compliance with program guidelines and standards while developing reports and conducting briefings to explain trends. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Provides administration, coding, oversight, and qualify assurance for Demilitarization (DEMIL) and Controlled Item Inventory Codes (CIIC) in Federal Logistics Information System (FLIS).
Responsible for a variety of analytical work, serves as Team Leader, and provides technical guidance to the team specialists on complex issues.
Conducts comprehensive DEMIL Investigations to assist Federal and Inspector General (IG) Investigative Services in criminal activity inquiries.
Develops responses to inquiries from Headquarters, Federal Agencies, and the General Investigative Services.
Acts as staff advisor and subject matter expert on supply information and disposal systems to aid in accomplishing the demilitarization coding management mission.
Provides expert guidance for interpretation of DEMIL policy and procedures to the Military Services, DLA Headquarters, program offices, and private industry.
Initiates special projects triggered by suspected deficiencies in the FLIS or logistics supply information system.
