The primary purpose of this position is to provide the leadership, direction, policy and resources to acquire superior systems, supplies and services to accomplish the Air Force Mission.
Conditions of Employment Continued: This position is emergency essential (E-E). Incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take vaccines and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-11) level, pay band (NH-02), or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations (for non-AMC bases), and logistics command and control; Knowledge of logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), AEF UTC Reporting Tool; Knowledge of safety and security regulations, practices, and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations (for non-AMC bases), and logistics command and control. Knowledge of logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), AEF UTC Reporting Tool.) Knowledge of safety and security regulations, practices, and procedures. Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems. Ability to integrate the separate functions in planning or implementing a logistics management program. Ability to plan, organize, and directs the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Plans, organizes, and directs the activities of the Plans and Integration Section ensuring logistics plans, deployment/reception operations, Base Support and Expeditionary (BAS&E) Site Plans, War Reserve Material and Support Agreements comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Plans and executes contingency, emergency, and/or expeditionary deployments and receptions for the installation. Represents the Plans and Integration Section with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management throughout the installation; represents the base as the Installation Deployment Officer (IDO); provides input on installation support of wing deployment command and control (C2) processes.
