To qualify for an IT Program Manager (SYSANALYSIS) your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Program Management of programs and projects throughout the systems life cycle from requirements, system design, development, testing, fielding, operations/sustainment, through the retirement/replacement phase. - Serves as senior advisor and assists in establishing immediate and long-range goals, objectives, plans and schedules to meet changes in requirements, logistics systems program authority and funding - Collects, analyzes, and prepares detailed reporting to be used for managing security and compliance in IT systems/Applications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Incumbent serves as a Program Manager (PM) responsible for leading software lifecycle phases for both Business Category (BCAT) and non- BCAT programs
Develops and coordinates plans and activities across agencies to effectively develop, operate and oversee acquisition programs critical to the DoD and DLA
Responsible for overseeing the management of the program cost, schedule, performance, scope, resources, quality, requirements, risks, process improvement, customer support, and reporting
Exercises broad corporate leadership responsibility for interfacing with the Enterprise-Level senior planners, including Chief Systems Engineers, Enterprise Test and Architecture, Contracting, and Acquisition
Briefs Program Executive Officer (PEO) and Senior Executive Service (SES) members on a regular basis
Assists with the DLA Planning, Programming, Budgeting, and Execution (PPBE) process
Conducts high-visibility special assignments for which no closely related precedence exists
Serves as expert to DLA leadership on the most sensitive and complex policies and issues
