The primary purpose of this position is: To serve as a first level supervisor as Chief of Programs and Engineering Branch, Manpower and Organization Division, Directorate of Manpower, Personnel and Services, HQ PACAF providing planning, directing, organizing, and the exercise of control over nonsupervisory employees assigned.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the planning, programming, budgeting and execution system as it applies to the Air Force budgeting process; knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, competitive sourcing, and capability based manpower determinant principles, concepts and methodologies; planning, organizing, and directing the functions and supervising, mentoring, motivating, and appraising the staff of an organization through subordinate supervisors/team leads; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the Planning, Programming, Budgeting and Execution System as it applies to the AirForce budgeting process. Extensive knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, competitive sourcing, and capability based manpower determinant principles, concepts and methodologies. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force and PACAF organizations to provide command level staff guidance and/or conduct studies to determine manpower and skill levels to staff organizations at subordinate installations. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors/team leads. Ability to plan, analyze, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within established timelines and available resources. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.
Plans, organizes, directs, and oversees the activities of the Programs and Engineering Branch ensuring the Command complies with legal and regulatory requirements and meets HQ PACAF mission needs. Develops goals and objectives to ensure program compliance with Air Staff annual Planning and Programming Guidance (APPG), Defense Planning Guidance (DPG), and established Air Force policies. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Represents the Programs and Engineering Branch with a variety of installation and functional areaorganizations. Establishes, develops, and maintains effective working relationships with DoD, USPACOM, HQUSAF, AFPC, MAJCOMs, Wings, and PACAF Staff.
