Job Description:

You will serve as a Comptroller for the OFFICE OF NAVAL RESEARCH (ONR). The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ#1. Technical background in and mastery of the concepts, principles, practices, laws, and regulations which apply to accounting, budgeting, and financial reporting for programs of national importance. TQ#2. Comprehensive and detailed knowledge of the budget process, including formulation, presentation, justification, examination, Congressional reviews, appropriation, authorization, and execution and experience managing the budget, execution, accounting, and financial reporting function for an operating office or command or for an entire appropriation. TQ#3. Detailed knowledge of financial management and program objectives of ONR, the Department of Navy, the Department of Defense, OMB, and the Congress, and comprehensive understanding of the Federally funded Science and Technology program, the various industrial programs of the Office of Naval Research, applicable scientific and engineering disciplines, and a general understanding of the Fleet and Fleet Marine Force needs toward which program goals are directed. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will be responsible for all financial management services and funds under the cognizance of ONR, including Research, Development, Test, and Evaluation, Navy (RDTE,N).
You will represent ONR in discussions with Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN)(FMC)), Chief of Naval Research (CNO), Office of the Secretary of Defense (OSD) and Office of Management and Budget (OMB).
You will provide for and direct a continuing review of the ONR portion of the Program Objectives Memorandum (POM) and Future Year Defense Plan (FYDP) in relation to program requirements.
You will be responsible for spreading undistributed adjustments to the RDTE,N Program Element/Project Level and assisting (ASN)(FMC) Office of Budget (FMB) in finalizing the budget, and preparing reclamas to programmatic budget marks.
You will be responsible for directing the development of policies and programs necessary to provide ONR with budgetary services.
You will be responsible for controlling RDT and E funds availability within the Department of the Navy and for liaison with higher authority to ensure this control.
You will have oversight of all Financial Improvement and Audit Readiness (FIAR) Initiatives, management of internal controls program and oversight of key financial reporting and audit response processes.
You will be responsible for oversight and execution of the Command’s travel program and has oversight of Legislative Affairs issues.
You will direct and oversee the development and establishment of resource planning guidelines to ensure complete and adequate preparation and accomplishment of current and long-range objectives.
