One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience such as: Analyzing military entitlements, support the design and development of military pay operations, and implement improvements to large-scale financial systems and procedures. Provide high-level financial systems expertise to senior leadership to help them execute their financial missions effectively. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Designs and develops assigned pay and entitlement segments of DJMS and DMO with a view toward refining and increasing responsiveness of the pay system at both site and pay offices.
Designs new pay procedures and systems to comply with legislative requirements and to make such systems/procedures responsive to known or anticipated changes or revisions.
Develops new or revised military payroll and reporting procedures or policies for publication in manuals, regulations, etc., based upon DJMS and DMO systems changes.
Provides technical advice to data automation systems analysts in designing and programming the automated systems.
Provides technical interpretations and/or guidance to military components and management.
Provides training and guidance for converting, implementing, and maintaining payroll and reporting operations and related techniques.
Troubleshoots problem areas and presents options for managing work, project objectives and milestones.
