The Health System Specialist (HSS) is located in the Specialty Medicine Service at the Tennessee Valley Healthcare System. The HSS has the principal responsibility to assist the Chief(s) of clinical services by fulfilling administrative duties. Incumbent applies specialized knowledge of health care management to the planning, organization, and evaluation of the delivery of health care services to veterans.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.) OR Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. Applicants must have the specialized experience as described below. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Providing primary staff support to upper management in a hospital or medical office setting by formulating and participating in the development of management policies, programs and operations. Supporting the overall operation and management of the assigned clinical operational issues by developing methodologies to assess the functions of assigned areas and assist management in problem identification of various services and components. Planning, organizing and implementing long-term strategic criteria, goals, and initiatives for a VA Healthcare System. Experience working with executive leadership to achieve the above. Conducting Human Resources (HR) personnel actions, hiring, recruitment, onboarding, credentialing, privileges, fee basis, part-time provider contracts, pay standards, and manpower utilization. Formatting executive correspondence and demonstrating expert knowledge of grammar, spelling, and punctuation. Preferred Experience: Participated in a Leadership Development Program. PHYSICAL REQUIREMENTS: This position requires mobility within the TVHS environment and occasional travel to other cities for meetings and conferences. The position requires that the incumbent work at both campuses when necessary to collaborate with other TVHS staff and to work on projects. The incumbent will provide administrative leadership to the staff in a complex clinical service (Specialty Medicine Service) and supervise the clerical and administrative support employees. The incumbent assists in the design, implementation modification, and maintenance of quality management and risk management programs. The Supervisory Health Systems Specialist is responsible in the provision of continuity between the TVHS service(s) program activities, for researching and interpreting internal and external policies, directives, survey standards and regulatory requirements. The core duties of this position include but are not limited to: Responsible for the day-to-day operation of the service(s) administrative offices and supervision of administrative support staff assigned. Coordinates activities involved in administrative investigations or root cause analysis reviews for Service(s) activities and other internal and external reviews. Responsible for the preparation and submission of the annual budget for the Service(s). Responsible for overseeing the purchase of equipment and acquiring/maintaining leases for service. Acts as or delegates Contracting Officer Representative (COR) activities. Ensures accurate identification, reporting, trending and interventions and education to provide efficient operations and to protect the organization's resources. Conducts qualitative and quantitative data analysis and summarizes significant results and recommendations to improve services and to promote quality care. Collects data from multiple sources ensuring that precise and accurate summaries are provided for reporting, tracking/trending and reviews. Responsible for maintaining accurate staff listing for the Service(s) and for the recruitment of qualified staff to support services and programs. Works closely with Human Resources in the recruitment process from announcing the position to selection of best candidate. Monitors the Service(s) activities including review and reporting of all workload statistics and program functions. Develops and implements responses to potential problems by developing constructive approaches to the solution of identified problems and concerns. Prepares correspondence to local and national (Congressional) inquiries by collecting and analyzing information and preparing responses. Response to patient concerns and collaborating with the TVHS Patient Advocate in the successful resolution of patient complaints.
