This vacancy is for a GS-0201-13, Human Resources Specialist (Labor & Employee Relations) located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-WORKFORCE LABOR RELATIONS -CG-1C41 -SEATTLE WA in SEATTLE, Washington.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Providing labor and employee relations advice and services to managers, supervisors, and employees by interpreting laws, regulations, and policies to resolve conduct, performance, grievance, and workplace relations issues. Handling complex employee and labor relations cases by conducting fact-finding, analyzing risks, and preparing disciplinary actions, performance-based actions, settlement agreements, and management guidance to ensure due process and legally defensible outcomes. Supporting labor-management relations by advising on collective bargaining, grievances, arbitration, unfair labor practices, and changes in conditions of employment to maintain effective working relationships and comply with labor relations requirements. Researching and interpreting employee and labor relations case law, policies, and trends by conducting analyses and recommending program or policy improvements to support consistent application and improve workforce relations across the organization. Representing management and serving as a program liaison by participating in meetings, coordinating with internal and external stakeholders, analyzing data, and briefing leadership to support agency-wide labor and employee relations programs and initiatives. You will serve as a Human Resources Specialist (Labor & Employee Relations) and be responsible for a wide variety of issues that range from routine to highly complex and provides administrative services and technical support to customers, employees, supervisors, and management officials. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Interpreting negotiated collective bargaining agreements to advise management on union-related matters. Represents management regarding labor and employee relations issues before a third party. Independently draft informal and formal discipline, performance improvement plans, and management guidance concerning conduct and performance issues. Research and interpret federal/local laws/policies and case law to provide advice and guidance to management officials on a variety of Human Resources labor management and employee relations issues. Advise management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices, and union requests for information.
