Job Description:
You will serve as an ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the Environmental Divsion of NAVAL FAC ENGINEERING CMD WASH.
This position has a Selective Placement Factor (SPF) if applying for the Environmental Engineer (0819) series which is - current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You MUST provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as Subject Matter Expert (SME) for environmental compliance products and services in support of Clean Air Act (CAA) and/or Toxic Substances Control Act (TSCA), or equivalent. Utilizing technical knowledge in complying with all CAA, TSCA, Overseas Environmental Baseline Guidance Document (OEBGD), Final Governing Standards (FGS), Navy Environmental Readiness Program Manual (OPNAV 5090), and related regional and local environmental requirements; 2) Utilizing mastery knowledge of advanced concepts, principles, and practices of environmental engineering for environmental compliance to develop technical requirements, prepare justifications, and/or provide technical expertise to leadership and other activities; 3) Applying knowledge of environmental laws and regulations providing expert technical advice and assistance on interpretation and applicability of current federal, state, regional, and local policies and directives; and 4) Reviewing plans, designs, and specifications for improvement, alteration, and/or construction of facilities with environmental programs. You will provide liaison and coordination efforts between NDW installation environmental staff and various organizational components within NAVFAC.
You will provide technical advice and assistance on interpretation and applicability of environmental regulations and Navy policy.
You will provide environmental compliance project support for customers outside of Navy and coordinate all aspects of execution.
You will ensure consistent high-quality documentation for contracted environmental engineering projects.
You will advise developmental environmental compliance project managers in the execution of projects, providing guidance to achieve full potential.
