Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level or GS-11 if applying at the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 Specialized Experience is defined as: supporting financial analysis and review of automated systems, policies, and procedures; and helping provide information and assistance to customers. GS-12 Specialized Experience is defined as: performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of operations; and providing professional advice, assistance, and information to customers and less senior staff. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
The duties, described below, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Evaluates the work of subordinates, develops performance standards, and provides advice and instruction to employees on work and administrative matters of work-related assignments.
Builds and maintains strong relationships with internal and external partners to gather information, completes tasks, and responds to service members promptly.
Leads and facilitates process improvement projects to streamline workflows, enhance efficiency, and improve the quality of work products. This includes identifying areas for improvement, developing implementation plans, and monitoring results.
Plans and assigns work to be accomplished based on priorities, consideration of the difficulty and requirements of assignments, and employees’ capabilities, including setting/adjusting short-term priorities and schedules for completion of work.
Identifies training and developmental needs of employees, provides or arranges for needed development and training.
