Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. As a technical expert, may serve as a project leader or consultant to oversee and coordinate a staff of IT specialists involved with all phases of the life cycle of a major finance and/or accounting automated information system.
Assists staff in determining priorities and ensures adequacy of project plans; technical proposals; and the analysis, design, testing, debugging, deployment, monitoring, and maintenance of software and systems.
Performs studies to monitor and improve or enhance a major finance and/or accounting automated information system.
Briefs management on strategies to be used to exploit and implement new developments and advanced techniques in the area of software design and maintenance. Develops qualitative and quantitative measures of effectiveness in meeting project goals.
