This position is located in U.S. Department of Education (ED) Office of Federal Student Aid (FSA) The Office of Federal Student Aid administers the federal financial aid programs under Title IV. These programs provide billions of dollars in federal loans, grants, and work-study funds to students and their families for education beyond high school. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience integrating complex organizational elements, developing innovative solutions, and delivering strategic insights through data visualization to guide senior leadership decisions. 2. Experience in human capital planning and supervising staff including assigning work based on staff capabilities, requirements, and organizational priorities, establishing work schedules, evaluating work products and providing constructive feedback, setting performance standards and conducting staff reviews, recruiting, training, and resolving complaints and grievances. 3. Experience related to supporting requirement identification, problem solving, process improvement, general loan servicing, applying administrative laws, policies, regulations, and precedents applicable to the administration of loan servicing programs. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to analyze and understand complex programs, processes and project management techniques to meet deadlines. 2. Knowledge of qualitative techniques for analyzing and ensuring effectiveness, efficiency, and productivity of an organization. 3. Ability to present to all levels of both internal and external stakeholder. 4. Ability to supervise subordinate staff, provide direction on work assignments and reviews quality and quantity of assigned work, analyze and reassign work as needed to meet agency goals. 5. Ability to identify areas of improvement and provide recommendations on improvements.

As a Supervisory Management and Program Analyst, GS-0343-15, you will be responsible for: • Providing strategic guidance to senior staff on complex program issues, develops integrated evaluation systems, leads long-range planning and policy development to support key initiatives, and ensures integration of program evaluation and measurement concepts within the business unit. • Providing strategic leadership and expert guidance on program evaluation, employee engagement, and organizational effectiveness by coordinating with senior leaders, analyzing complex issues, and implementing innovative solutions across dispersed agencies. • Acting as a liaison across agencies and represents the program at professional events, presenting findings on program evaluation and planning while ensuring cutting-edge systems meet both operational and strategic goals. • Handling strategic human capital management, including workforce planning, employee engagement, supervisory duties, and compliance with hiring and equal opportunity policies. • Utilizing data-driven analysis and evaluation to enhance FSA’s management systems, reduce improper payments, and advise leadership on strategic goals and workforce development.
