Job Description:
This position is located in the Administrative Division, Office of the Chief of Protocol (S/CPR/A). S/CPR has responsibility over a variety of areas that contribute substantially to the conduct of foreign relations efforts on behalf of the Department of State.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience overseeing a contractor performing information technology functions for a bureau. Experience utilizing excel to create or manage complex budgets and data flows Experience working with the Dept’s Office of Emergencies in the Diplomatic and Consular Service (EDCS) appropriation to request funding according to complex legal interpretations related to K fund disbursements. To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position. There is no substitute of education for specialized experience for the GS-14 position.
Oversees the provision of comprehensive administrative support to S/CPR in the areas of procurement, supply management, inventory, official travel, purchase/travel cards, equipment maintenance, IT, HR, security, and property/space management.
Leads/performs analytical and evaluative work associated with core administrative management responsibilities of CPR to include strategic planning and evaluation, and develops long-range plans, goals, objectives, and milestones.
Develops written reports, including action plans and milestones, and briefs courses of action and recommended solutions.
Collaborates extensively with operational and policy partners throughout the Department to determine needs, provide support, advocate for the Division and Office priorities and requirements, and assess the impact of new management systems.
