As a Program Manager, you will assist the IPO Operations Program Manager in managing the implementation and administration of their EB-5 form type portfolio and lead the identification of performance progress and ensure efficiency in their form type chain of command.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/29/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/29/2026. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Overseeing the development of policies, laws, regulations, and operating procedures related to an immigration program. Making recommendations to agency senior executive leadership and implementing national policy serving as the basis for new systems, legislations, regulations, or programs related to immigration programs. Leading a team through the development process of new immigration policies and procedures to include researching and analyzing current regulations and precedent setting cases. Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Investor Program Office and are assigned based on the need of the agency.
Oversee and manage the establishment, implementation and progress of the adjudications within IPO Operations Division and coordinate application of EB-5 regulations, policies, and procedures.
Provide administrative direction as well as oversight and coordination of subordinate work over the teams under the operations division.
Serve as advisor to FOD and IPO leadership on administration and implementation matters related to EB-5 form type processing and efficiency issues that impinge the timely and consistent achievement of form type adjudications.
Represent the division in meetings with officials from USCIS, DHS, Congress, and other government agencies to determine and coordinate procedures and policies.
Develop and recommend policies, procedures, and guidelines to ensure that operations functions are in conformance with applicable laws, regulations, and directives.
