The primary purpose of the position is to serve as the Transportation Assistant of the Fleet Management Section within the Facility Support Services. Primary duties include direction and furnish necessary transportation service to various health care system locations. These services include maintenance and dispatching of GSA vehicles to health care system personnel as well as chauffeur services.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operate and instruct others in the safe operation of tools, equipment and vehicles associated with fleet management functions, knowledgeable in the proper maintenance of all equipment assigned to fleet management, services as a qualifying officer for all drivers in relations to their training, retraining, skills, ability to drive assigned vehicles, and give final approval prior to military licenses being issued, responsible for equipment and hand receipt items, serves as a transportation coordinator and manager for all assigned vehicles, coordinating with GSA for issue, maintenance, and turn-in. Driver's License requirement: Must possess and maintain state driver's license. Vehicles operated do not meet the requirements for Commercial Driver's License (CDL). You will be rated on the following Competencies for this position: Administrative Management Configuration Management Customer Service Compliance Auditing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Requires working in a standard office and walking to and through other areas of the facility. Fleet Management Directly responsible for the scheduling and planning of vehicle operations, maintenance, repair prevented a maintenance, and for maintaining vehicle overall appearance scheduling and dispatching vehicles for other official business purposes, scheduling maintenance, repair, and cleaning for all licensed vehicles, dispatching buses, and other vehicles and operators for patient recreation, scheduling return and pick up of General Service administration vehicles at the Fleet Management Center as required and scheduling GSA vehicles to vendors shops for installation of special equipment responsible for inspecting the work performance of all motor vehicle operators for compliance with specifications and ensuring the proper procedure safety rules and regulations are being followed. Responsible for instructing employees in safe operation and maintenance, through demonstration of all vehicles of fleet management. Budget Management Coordinating planning, budgeting, and maintaining consistency in fleet services. Report non-compliance or inadequate reporting to hire management with recommendations for correction monitors documentation of this reporting for a timeliness, accuracy and effectiveness communicate agency and local policies and priorities to all employees using vehicles and equipment in the fleet orders VA license plates. Orders, cancels credit cards, review statements, checking for fraud or misuse reconciles monthly and undergoes a monthly random audit with fiscal service. Researches all vehicle use, including mileage, number of trips numbers of passengers and always making sure the fleet is rightsized and maintained within VA and GSA standards interacting with all personnel within the facility, as well as many other government and non-government agencies, contractors, vendors, and law enforcement agencies. Program oversight Responsible for tracking all vehicle histories from time a purchase/donation to six years past the turn in or salvage auction of each vehicle or piece of equipment per credit card regulations. This includes filing all trip logs, credit card receipts, accident reports, pictures, and repair slips. We'll take pictures. follow-ups with drivers track accident reports, repairs, and maintenance.
