This position is a Temporary Promotion Not to Exceed Five Years which is located in the Office of The Managing Director (OMD) Financial Operations (FO), Revenue and Disbursement Group within The Federal Communications Commission (FCC) in Washington, DC. Temporary promotion may be made permanent without further competition. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following: 1. Experience providing authoritative advice and assistance on complex accounting and financial management systems requirements and assessments. 2. Experience reviewing, analyzing and auditing a wide variety of accounting systems and documentation required to prepare, validate and analyze financial statements, records and reports. 3. Experience analyzing, developing and implementing solutions to financial or accounting systems for accuracy and to meet agency directives. 4. Experience interpreting, developing, formulating, and implementing accounting policies and procedures. 5. Experience Supervising or leading a subordinate staff. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The incumbent serves as the Chief of the Revenue and Disbursement Group (RDG), directs and oversees the recording functions for disbursement and collection activities of the Commission. Supervises a group of subordinate staffs of diverse responsibilities; sets and adjust priorities; establishes schedules for the completion of work; and identifies and implements ways to improve efficiency and enhance the productivity and quality of work. As a senior technical expert in System Accounting, provides expert analysis and evaluation of accounting and financial management system. Maintains agency and required federal government accounting procedures to ensure that financial transactions are processed in a consistent, accurate and timely manner. Monitors the progress of documents through the financial systems to ensure accurate posting. Provides and documents the audit review of select vouchers and commercial invoices for accuracy. Obtains guidance on issues arising from systems development, modifications or enhancements. Interprets, applies and provides guidance on standards promulgated by General Accountability Office (GAO), Treasury and Office of Management and Budget (0MB) and coordinates the resolution of problems arising from changes in reporting requirements; and exercises broad responsibility to provide technical and procedural guidance and financial management leadership to assure the day-to-day activities of The RDG.
