As a Supervisory Management and Program Analyst, you will direct analyst personnel and serve as an expert analyst to management on major mission and/or administrative programs.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/30/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/30/2026 GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Reviewing programs to determine the productivity, effectiveness, and efficiency of program operations to meet long and short term goals; Conducting studies, analyzing findings, and making recommendations on program processes or improvements; Developing products such as briefings, reports, manuals, or project plans; Adjusting program operations to meet changing priorities. Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, Asylum Division in New York, NY (Manhattan), and is assigned based on the need of the agency.
Supervise management and program analysts responsible for assessing the productivity, effectiveness, and efficiency of operations, key initiatives, and program objectives.
Provide technical and administrative leadership to a team by assigning work to subordinate staff, providing training, explaining requirements, and resolving problems that may impact the objectives of the organizational unit.
Plan and conduct special studies and provide expert advice to management in assigned program areas.
Develop, implement, and monitor sophisticated management information systems that focus on long and short range plans in the direction of goals, objectives and priorities.
Conduct performance appraisals and provide performance feedback to subordinates throughout the rating period.
