The primary purpose of this position at GS-09 is to serve as a Technical Publications Editor for Air Force Tactics, Techniques, and Procedures (AFTTP) manuals, in a developmental capacity. All training must be completed prior to promotion. The primary purpose of this position at GS-11 is to edit Air Force Tactics, Techniques, and Procedures (AFTTP) manuals.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Technical Writing and Editing Series, 1083. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of technical editing, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: Successfully completed master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. which includes a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least once course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a broad range of sources of pertinent information, and the skill to analyze and present the information gathered. It also requires knowledge of related information previously released by the organization and knowledge of publishing concepts, practices, standards, and technologies for the media used. Comprehensive knowledge of policies, standards, and regulations pertaining to the creation, review, approval, and dissemination of tactical publications. Comprehensive knowledge of DoD policies and regulations pertaining to marking, handling, storing, and dissemination of sensitive information across all classifications levels up to and including TOP SECRET. EDUCATION: Must have a PH. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Such education must include 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least once course above the introductory level in the field(s) covered by the position. GS-09 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-09 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and theories of technical editing, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS-11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standards and techniques to edit, organize, format, and produce tactical publications. 2. Knowledge of aviation tactics terminology. 3. Ability to use desktop publishing, graphic design, word processing, and other software. 4. Ability to research information and apply results to editing projects. 5. Ability to communicate effectively, both orally and in writing. 6. The ability to understand and apply security classification guidance as well as expert knowledge of classified information handling to include SAP and SCI. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
