GS-13: In order to qualify for the GS-13 grade level, your resume must reflect one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 grade level in the federal government. Specialized Experience for GS-13: Defined as experience applying a broad range of security concepts, practices, and functions related to physical security, along with knowledge of emergency management programs for a federal national critical infrastructure or a similarly complex facility. This experience should include managing, leading, or supervising staff to plan, direct, and coordinate the work of others. Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 02/05/2026.
The primary duties of the Supervisory Security Specialist are: Serves as the Regional Security Officer for the Lower Colorado Basin (LCB) responsible for the supervision and management of the Physical Security Program, Continuity of Operations Plan, Emergency Management Program, Electronic Security Program, and the Personal Identity Verification Card Credentialing Center. Responsible for managing and executing a multi-million-dollar annual risk mitigation budget to complete the highest-priority security projects across LCB. Coordinates regional participation in the Reclamation Security Risk Assessment program, to include security critical infrastructure protection (CIP) assessments of hydroelectric power facilities, canals, dams, and other facilities and structures. Responsible for the protection of classified national defense and other sensitive information originated or controlled by the LCB. Serves as the expert for identifying specific information associated with the protection of National Critical Infrastructure and other critical infrastructure facilities within the region. Ensures compliance with North American Electric Reliability Corporation CIP standards and coordinates the region's compliance with related incident reporting, personnel risk assessments and critical asset physical security plans.
