Joining the Secret Service, Office of Technical Operations, United States Secret Service will allow you to will allow you to oversee interagency communications for sites visited by the President of the United States, Vice President of the United States, and other Secret Service protectees. To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below: BASIC REQUIREMENTS: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. You qualify for the GS-14 level (starting salary $$143,913.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Leading all aspects of team operations, including workforce planning, scheduling, and resource allocation. Managing asset lifecycle and applying quality control standards to ensure reliable telecommunications support. Planning and implementing telecommunication system upgrades, assessing system needs, and recommending improvements. Creating and executing strategic and operational plans to include managing project evaluation, budgeting, and resource allocation. Developing and interpreting policies, collaborating with interagency groups, and advising on program needs. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The selectee will serve as a Telecommunications Manager in the Office of Technical Operations, Technical Development and Applied Research. Typical work assignments include: Oversees and leads a diverse team of government and contractor staff, handling scheduling, assessing performance, providing training and recognition, and addressing staffing actions and employee concerns. Evaluates operational performances and service quality, identifies and resolves issues, implements corrective actions, and maintains operational continuity through asset lifecycle management, maintenance planning, and quality control Plans, modifies, maintains, and tests Secret Service radio telecommunications systems and networks, assess system requirements, and recommends improvements to enhance efficiency and performance. Develops and implements short- and long-term plans for new systems and capabilities, manages project evaluation, budgeting, resource allocation, and technical specifications for equipment and facilities. Creates and interprets policies, standards, and procedures, serves as a liaison between technical teams and end users, participates in interagency groups, and advises senior leadership on program feasibility, changes, and resource needs.
