Job Description:
The position serves as the alter-ego and principal advisor to the DFAS-Indianapolis Site Director, responsible for the management of agency operations and staff at four DFAS locations. Oversees extensive accounting and financial management mission areas supporting the Military Departments and Defense Agencies and Field Activities (DAFAS) to include vendor pay, accounts maintenance and control, reporting, accounts payable/receivable; and audit, client and operational support.
This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. Demonstrated leadership and experience in sponsoring technical innovations and process improvements in accounting, finance, budgeting, resources management or a related business function. DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. In accordance with Department of Defense (DoD) Instruction 1300.26 "Operation of the DoD Financial Management Certification Program," this position requires you to obtain a Level 3 Certification under the DoD Financial Management Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position. Failure to become certified within the required timeframe may be grounds for removal. from the position and/or Federal service. Once certified, the incumbent must obtain the required Continuing Education and Training (CET) units as outlined in DoDI 1300.26. With the Site Director, provides finance and accounting support for a customer base with budget authority of over $500 billion; oversees Accounting Operations, Audit Support and Site Support providing operational analysis to multiple customers.
Develops, maintains, and evaluates internal controls and audit readiness measures in accordance with DOW, DFAS, and other Federal statutes and regulations, ensuring the integrity of financial operations.
Manages and participates in the analysis and implementation of legislative and policy changes, technological improvements, and business process changes impacting operational and resource management initiatives to improve mission delivery.
Oversees a workforce of over 3,500 employees assigned to the accounting and finance, and associated supporting missions for DFAS-Indianapolis, IN; DFAS-Rome, NY; DFAS Texarkana, TX and DFAS-Europe (Germany).
Collaborates with General Services Administration, Force Protection Services and local authorities ensuring the safety, security and well-being of the tenants of the Major General Emmett J. Bean Center with approximately 3,000 occupants.
Maintains constant liaison and represents the agency with officials within the DOW, Military Departments, DAFAs, DFAS, other Executive branch agencies and the private sector to identify program requirements and advocate for agency proposals
