This position is part of the National Nuclear Security Administration (NNSA), Office of Pit Production Modernization (NA-191). A successful candidate will serve as a Program Analyst in NNSA's Deputy Administrator for Defense Programs and will be responsible for extensive knowledge and expert understanding of program management principles, policies, laws, regulations, and procedures to perform analytical and/or administrative staff assignments of exceptional scope and difficulty.
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (EN-03 or GS-13) in the Federal Service. Specialized experience for this position is defined as: applying analytical support and program oversight for NNSA. Possess knowledge and skill in the application of qualitative and quantitative program evaluation methods, concepts, principles, and related administrative laws, and regulations; and the understanding of financial and budget relationships between other major Federal agencies and/or interagency programs. Examples of specialized experience: 1. Provide expert advice and guidance to senior program, project, or field site managers and their staffs. 2. Experience leading national security related programs. 3. Effectively communicating highly complex, sensitive issues. As a Program Analyst you will: Serve as a resident program analyst for organizations with program, budget, cost, funding, and contractual activities; and is responsible for providing wide-ranging multi-program management support and senior level program analysis expertise within the NA-10's program of record. Provide programmatic direction in the management and coordination of day-to-day matters pertaining to planning, integrating, and executing policies, programs, and procedures for carrying out the organization's mission. Recommend the planning, organizing, and assigning of projects to appropriate field, program, and staff offices; tasks M&O contractors and assigned field offices, as directed, to perform in-depth analyses or provide responses to high level managers; oversees critical laboratory/plant or facilities management integration issues and concerns. Analyze broad and highly difficult assignments that require applying a series of processes and methods that require analysis of key programs of broad scope. Incumbent reviews all work projects and products requiring approval for budgetary impact and administrative accuracy and recommends approval or revision. Develop long-range budget estimates for programs in close coordination with site offices, site subject matter experts and site budget analysts in accordance with annual budget guidance and schedules supporting the Planning, Programming, Budgeting, and Evaluation process. Ensure that the NA-10 strategic plan, mission and vision are communicated to the team and integrated into the team's strategic goals, objectives, work plans and work products; Articulate and communicate to the team the assignment, project, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
