Job Description:
You will serve as a Supervisory Program Analyst in the PMS 326 of NAVSEA HQ FIELD SUPPORT. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector with budget management, stakeholder negotiations, and contractor oversight to ensure compatibility with DOD and OPNAV policy and guidelines for Foreign Military Sales (FMS) Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will oversee, direct and participate in the analysis of incoming requests from Foreign Military Sales (FMS) customers.
You will review foreign customer requirement for compatibility with DOD and OPNAV policy and guidelines.
You will coordinate and chair working group meetings with senior OSD, Navy International Programs Office, and SYSCOM officials, contractor representatives and FMS customers.
You will determine and define the need for Contract Support Services, prepare necessary Procurement Requests (PR's), participate in source selection and negotiations, and acts as the Technical Point Of Contact on Procurement Requests.
You will provide technical support in the preparation and issuance of funding documents in support of material and engineering requirements.
You will reviews and validates all Price and Availability estimates and serves as the point of contact for negotiating Price and Accountability information.
