To qualify for a Supervisory Integrated Acquisition/Supply Team Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying contracting, supply planning, and quality assurance regulations to manage operations, solve problems, and improve procedures. Managing acquisition and logistics functions, including planning, directing, and coordinating contracting, supply planning, technical, and quality assurance. Conducting trend analysis across contracting, supply planning, technical, and quality assurance processes to identify critical risks, forecast opportunities, and deliver strategic recommendations. Administering the full contract lifecycle, executing all contracting actions while guaranteeing their legal, technical, and regulatory compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Provide leadership and oversight to functional specialists and support staff engaged in enterprise-wide acquisition and logistics management activities, including contracting, supply planning, and technical and quality assurance operations.
Oversee Integrated Supply Team (IST) operations, evaluate trends affecting team activities, interpret Directorate mission needs, and ensure comprehensive support to customers and Agency programs.
Serve as Contracting Officer for actions exceeding subordinate warrant limits, providing guidance and resolving complex issues requiring interpretation and application of procurement policy.
Monitor and interpret metrics to assess program viability and efficiency, ensure plans and policies align with Directorate requirements, and recommend data-driven improvements to strengthen programs and customer support.
