This vacancy is for a GS-0560-9, Budget Analyst located in the Department of Homeland Security, U.S. Coast Guard, TRACEN CAPE MAY COMPTROLLER BRANCH in CAPE MAY, New Jersey.
QUALIFICATIONS REQUIREMENTS: To qualify for this position, you MUST meet all of the following requirements by the closing date of this announcement. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Monitoring and reconciling financial transactions and budget execution data to identify discrepancies or track variances; Assisting with funds control and certification processes by validating commitments, obligations, and undelivered orders; and Preparing routine and ad hoc budget and financial reports using the Microsoft Office Suite (especially Excel). OR Education: Successfully completed master's or equivalent graduate degree; or (2) full years progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. This position is in the Comptroller Branch of the Mission Support Division, U.S. Coast Guard Training Center (TRACEN) Cape May, NJ., in support of the FORCECOM Support Team (FST). As a member of the FST Financial Management Service line, the primary purpose of this position is to perform and/or support a wide variety of financial management related activities to include budget coordination, budget execution, budget oversight and analysis, funds management policies and procedures and funds distribution. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Your major duties and responsibilities include: Providing technical advice and oversight related to FORCECOM budgeting and financial management issues and activities. Determining and explaining causes for variations between actual and planned budget projections, providing accountabilities for all funds associated with assigned accounts. Performing analysis and reconciliation of financial transactions, researching and determining causes of discrepancies, and ensuring out-of-balance conditions are resolved. Assisting and participating in developing the annual budget, including entering budgetary information on related forms for consolidation into the overall budget. Preparing ad hoc reports reflecting the status of funds and receiving, classifying, approving, and processing documents representing accounting transactions for entry into Coast Guard financial systems. Certifying the availability of funds and validating commitments, obligations, and undelivered orders, facilitating obligations and de-obligations in accordance with established procedures. Providing customer service and procedural guidance to a large and diverse customer base concerning the availability and proper use of funds and assisting in resolving non-routine budgetary issues.
