Job Description:
This position is located in the Seamless Care Models Group (SCMG), Center for Medicare and Medicaid Innovation (CMMI), Centers for Medicare & Medicaid Services (CMS). As the Director Seamless Care Models Group, you will provide executive leadership and direction in what is currently CMMI's largest group for designing and implementing innovative payment and care delivery models.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated knowledge and experience with the relevant laws and policies of the nation's health care payment programs and trends in health care payment and delivery system innovations and reform. TQ 2: Demonstrated ability to lead a large team in the development, implementation, and evaluation of complex new care models and payment approaches to serve Medicare beneficiaries seeking to enhance the quality of health and health care, and reducing cost through improvement in patient experience and outcomes. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Provides executive oversight and direction to CMMI model teams and directs the identification and development of care innovations that advance the goals of better care, better health, and lower cost in CMS programs.
Serves as a principal advisor to the Center Director/Deputy Directors and other senior Agency, Departmental, and Administration leaders on critical decisions and recommendations associated with alternative payment models in the innovation “pipeline".
Serves as an advisor to the Group Directors and executives of various CMS components in the preparation of short, intermediate, and long-range plans for the improvement of the Seamless Care Models Group’s programs.
Responsible for planning, organizing, directing, coordinating, and controlling the resources required to assure the timely, accurate, and cost-effective accomplishment of the group’s functional responsibilities.
Directs activities related to the scaling of Seamless Care Models.
