You will serve as a IT PROJECT MANAGER (CUSTSPT) in the ENGINEERING & INSTALLATION DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluate, monitor, and report on project compliance with U.S. Navy maintenance and modernization policies to ensure the highest degree of operational readiness of U.S. Navy assets. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Collaborate with internal and external stakeholders to integrate external, shipboard requirements and milestones in project plan. Negotiate with external stakeholders to obtain resources and services to execute project requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Deliver regular project-related briefs and reports for internal and external stakeholders, including ship's commanding officers, senior military personnel, civilian management, and fleet commanders. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Conduct daily shipboard safety inspections and make on-the-spot recommendations to correct unsatisfactory and unsafe conditions. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-09 or pay band NO-03 in the federal service or equivalent experience in the private or public sector: Managing resources in executing installation projects onboard U.S. Navy surface and/or submarine units; providing project management and/or installation support for delivering shipboard integrated system capabilities; and identifying potential problems related to shipboard maintenance and modernization. You will serve as Naval Information Warfare Command (NAVWAR) Project Manager for the Naval Information Warfare Center (NIWC) Pacific, Engineering and Installation Division.
You will monitor and report on cost, schedule, performance, and quality of projects and project teams; and serve as government witness and signatory to "G-Point” inspections for shipboard work conducted by project contractor personnel.
You will deliver regular project-related briefs and reports for internal and external stakeholders, including ship's commanding officers, senior military personnel, civilian management, and fleet commanders.
You will conduct daily shipboard safety inspections and make on-the-spot recommendations to correct unsatisfactory and unsafe conditions.
You will monitor contractor performance, inspect contractor work, ensure compliance with contract terms, and act as a liaison between the contractor and the government.
