Job Description:

You will serve as a SUBMARINE SURVIVABILITY, ESCAPE & RESCUE ADVISOR in the OPERATIONS DIRECTORATE (Code N3) of PAC FLEET SUB FORCE OPS COMPONENT.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, leading, and implementing policies and programs for the Submarine Survivability, Escape, and Rescue (SER) program; experience developing and recommending overarching strategies and long-range (e.g., 5-year Planning, Programming, Budgeting, and Execution (PPBE)) planning guidance to address operational gaps and prepare for future submarine rescue mission requirements; experience formulating submarine force policy and identified detailed knowledge for submarine escape, and onboard life support in a Distressed Submarine situation; and coordinating SER responses. You will determine submarine force requirements across the Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities spectrum in support of the United States Navy submarine Survivability, Escape, and Rescue mission.
You will coordinate closely with stakeholder commands to synchronize efforts and properly man, train and equip the force to meet requirements.
You will develop overall procedures, programs and policies of the Division to include managing its workload, ensuring timely submission of reports, reviewing and editing finished work, and providing expert analysis on strategic/planning issues.
You will conduct business case analyses of proposed initiatives and recommends appropriate courses of action.
You will oversee the implementation of programmatic and business initiatives from concept development through planning and execution.
You will develop and recommend overarching strategies to address gaps and shortfalls and to prepare for future operations and mission requirements.
You will formulate long-term decisions, policy and funding guidance supported by corresponding technical analysis.
You will develop policy relating to complex national and international operational interactions and development of cooperative submarine rescue response plans.
