THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (EMPLOYEE BENEFITS/COMPENSATION)-Title 5 OBO, Position Description Number T5018P01 and is part of the WI JFHQ, Human Resources Office, Wisconsin National Guard.
GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower for Title 5 and Title 32 National Guard employees. Provided analytical and problem-solving abilities. Specialized knowledge of all applicable HR principles and practices related to federal civilian, military, and National Guard technician personnel programs. Work experience administering benefit and leave programs. Experienced in writing, designing, formatting, publishing, or presenting military and/or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experience with HR management rules, regulations, policies, and procedures that have impact on or are related to HR systems and applications. Skilled and experienced in complex problem solving related to HR functions and personnel action interface with payroll. Ability to advise senior leaders or commanders, at all levels, or various technician support services. Knowledge, skills and ability to develop training guides, user instructions/manuals, and customer support documentation for HR systems that has been used by customers.
Responsible for management and administration of a variety of Federal employee programs. Provides advisory services and technical guidance to employees and supervisors on retirement programs/options to include Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS), beneficiary information, and survivor benefits. Responsible for administering the benefits program and provides advice to managers, supervisors, and individuals who perform military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act (USERRA). Advises, partners, and coordinates on Reasonable Accommodations (RA) requests, arranging for light duty assignments and/or details to maximize personnel resources and minimize compensation costs. Coordinates with appropriate personnel on individual placement actions. Responsible for the accurate and timely processing of Request for Personnel Actions (SF-52), Notification of Personnel Action (SF-50) for?areas within their HR Office delegation memorandum. *** This is NOT an all-inclusive list of duties. *** ***This position will not exceed once the incumbent returns.*** *At management's discretion, this Temporary Promotion may be made permanent without further competition in accordance with 5CFR 335.103(c)(1)(i)
