One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience leading a team of financial professionals while simultaneously serving as the final technical authority on complex federal financial management principles to resolve unprecedented and controversial issues. This experience must also include managing the full lifecycle of major financial programs to drive significant process improvements, and representing the organization to influence and negotiate with high-level stakeholders (such as senior military or civilian leaders in other agencies) to achieve strategic objectives. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as Subject Matter Expert or Project/Program Manager providing specialized finance and reporting services, management advice, and assistance to supported customers.
Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance processes.
Manages, plans, implements, monitors, and evaluates DFAS financial management programs by providing knowledge and expertise in appropriation law, finance concepts, principles, practices, techniques and financial management systems.
Plans, manages and supervises the process automation team (e.g. robotics process automation (RPA)) that consists of professional (GS-13 and GS-12) personnel. The incumbent provides both technical and administrative oversight to GS employees.
Establishes continuous interactive communication and liaison with all communities generating financial data, supporting finance operations, and/or receiving DFAS products and services.
