This vacancy is for a Program Analyst position located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Program Analyst, GS-0343-13, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Conducting meetings and briefing managers on study findings and outlining goals/objectives for assigned projects and programs. Developing specific programs and establishing methods and procedures which will best accomplish identifiable objectives. Identifying potential risks to a project/program and escalating risks with recommendation to appropriate management official. Education: Education cannot be substituted for Specialized Experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of policies, operations, and activities within the assigned program area.
Develops recommendations and solutions to resolve issues that have a direct impact on the organization’s ability to accomplish principal program goals and objectives.
Researches and investigates new or improved business and management practices for application to programs or operations.
Ensures that mitigation strategies and tactics will mitigate the risks, can be established, followed, and employed as necessary to achieve the final goal.
Represents the program on committees and workgroups and at conferences and meetings and informs management of developments and results of representational activities.
