Job Description:

To be considered for the position, you must meet the following qualification requirements: Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- business administration, industrial management, engineering, applied sciences, or other fields related to the position. OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the methods, materials, machinery, and facilities used in industrial production operations (which may include exploration, extraction, refining, manufacturing, or processing). This knowledge may have been gained in work such as: Management or supervision of production operations. Industrial planning, industrial engineering, or plant engineering, involving determination of facilities and layout. Process or methods development involving production practices associated with chemical, mechanical, electronic, textile, or food industries. Development of specifications to define product requirements. Sales engineering or buying that required a comprehensive knowledge of production operations. Planning and administering industrial quality control and inspection systems and programs. Comprehensive survey and analysis of industrial operations, organization, capacity, etc. Interpreting and applying contract clauses and government acquisition regulations. Development of plans to determine material requirements and/or schedules for production management. In addition to having the above Basic Requirements, applicants must also meet the following: Education: There is no substitution of education for specialized experience for this grade level. OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Some examples of this qualifying experience are: Expert in heavy and light metal fabrication processes, including the development and management of complex Bills of Material (BOM) and manufacturing routings for bent, punched, pressed, welded, and electrostatic powder coated metals. Developed advanced pricing models for fabricated metal goods, incorporating total cost of ownership and global market volatility of base metals to ensure domestic and international competitiveness. Expert in research and development, course planning, activities for technical training, engineering, drafting, and production control for the Factory. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
This position is located in the metals factory, Federal Prison Industries, Inc. (UNICOR), Federal Correctional Institution, El Reno, Oklahoma. Functions as an industrial specialist and assists in the review and evaluation of all industrial operations of metals factory. The primary concern will be the production and manufacturing processes, the establishment of new products, and the expansion of current operations within the factory. Helps develop and maintain engineering programs on a continuing basis to ensure satisfactory completion of all projects and ongoing projects related to his/her area of responsibility. Reviews production processes to determine the productive capabilities of the factory; make recommendations and suggestions for the improvement of productions and related areas that would improve efficiency; recommends machinery equipment and building improvement requirements; and monitors the use of raw material supplies and recommends improvements that may reduce requirements or increase inventory turnover rates. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.
