This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. QUALIFICATION REQUIREMENTS For Entry at the GS-09 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Analyzing, evaluating, and resolving complex civilian pay reports and data from financial systems to identify issues and discrepancies; applying financial management principles as they relate to automated financial systems processing and operations. For Entry at the GS-11 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying civilian pay policies, procedures, and regulation when evaluating financial systems output; performing system testing and providing input to developing test plans for financial systems; applying financial management principles as they relate to automated financial systems processing and operations. For Entry at the GS-12 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing data analysis and evaluation of civilian pay policies, procedures, and regulations to ensure the continuity of a financial system's operations; planning, managing, and performing system testing and developing test plans for financial systems; analyzing and evaluating test results to recommend and monitor corrective action for financial systems; applying financial management principles as they relate to automated financial systems processing and operations. TIME IN GRADE REQUIREMENTS For Entry at the GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. For Entry at the GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. For Entry at the GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Conduct in-depth analysis to determine the precise financial and systemic impact on user stories, technical discovery, design analysis, and functional requirements on all aspects of DCPS civilian pay processing.
Translate intricate pay regulations and user needs into explicit, testable User Stories and functional requirements, providing binding clarification on all payroll business rules to ensure 100% compliance and auditability in system development.
Participates in systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Serves as the primary functional subject matter expert during Backlog Refinement sessions, providing essential clarification on business rules and operational logic for Business Analysts, Programmers, and Testing teams.
Lead the functional design of highly complex financial modules within DCPS, engineering the solutions for complex financial scenarios from gross-to-net calculations to mass retroactive pay adjustments.
Develops the official specifications for all functional testing efforts and defines the criteria for successful system validation.
Prepares detailed functional designs and specifications that directly inform the technical design and guide the COBOL Business Analysis, Programming, and Testing teams in their implementation efforts.
