This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
As a senior program analyst, incumbent is responsible for the entire budget/ programming process and full range of procedural and technical duties involved in the program formulation, presentation, and execution phases of assigned programs.
Function as the program coordinator on all assigned appropriations with responsibility for monitoring all assigned study/project funds including those for engineering, design, locks, dams, revetments, dikes, dredging, levees, channels, etc.
Responsible for the complete preparation of the Districts budgetary program for assigned programs for use by higher authority in appearances before the Office of Management and Budget (OMB) and Congress.
Collaborate with and provides assistance to project managers, engineering, construction, planning, operations, and real estate managers in the preparation and submission of programming documents.
Analyze and evaluate policy directives issued by higher authority concerning the civil works program and initial budget submissions to determine their effects on the Districts programs, policies and procedures.
Prepare Congressional justification data for GI, CG and O and M projects, etc. for review by congress and prepares data for use by the Project Managers and Testifying Officers in defending the program and budget request.
Utilize Corps of Engineers Financial Management System (CEFMS) or similar automated financial management system to input data or retrieve data for analysis or to create reports.
Will be assigned to the Programs Financial Management Section to work directly with project managers developing methodologies to identify and track appropriate local sponsor cost sharing responsibilities for studies and projects.
